1) In articles, I can delete articles which aren't mine and can't delete my articles.
2) I have 2 articles. One is unpublished and private and I can edit him. The other is published and private, but I cannot edit. I'm the author of both, but can only edit one.

Re #2, does it let you unpublish the article and then edit it?

Should be a lot better now. You should always be able to trash and edit your own articles. Also, when you hit Copy, your copy should always end up in "Private".

I have a list format in my description and it previews fine in the editor. But when submitted & on the real page, the formatting is gone. The <li> items have no formatting like the editor (which I was hoping for). I think it's a CSS thing.
Also my Play button appears to have broken after I made a minor update to the article, although I did not touch the Play button area.

Should be able to change categories now. There are a lot of inherited permissions to get right...
For your own purposes, keeping the code inside "Private" is fine. Your own scripts will always load from there.
"Official" is for when other people are loading your game. In your case, that could be used when you invite testers. But then you'll have to give them a link with your hostname and port because your game is not yet published.
